ChatGPT ads in Australia: who sees them, how bidding and budgets work, how to measure a small test, and which Australian businesses should advertise now.

ChatGPT ads in Australia have been running since 17 April 2026, and Australian businesses can now buy them directly through OpenAI’s beta self-serve Ads Manager, with cost-per-click bidding and no minimum spend commitment. For most small and mid-sized businesses, the sensible move is a small, tightly measured test rather than moving money away from Google. Test now if your customers already ask ChatGPT to compare products or shortlist suppliers before they buy. Everyone else can wait a quarter without losing much.

TL;DR: ChatGPT ads appear under answers for logged-in adults on the Free and Go plans, and are bought by CPC or CPM bid against a budget you set. Measurement is still immature: early click-through rates were well below Google Search, and most of ChatGPT’s influence happens before anyone clicks. Run a capped six-week test with tracking set up first, and keep investing in being cited in the answers, which reach every ChatGPT user, including paying ones.

How ChatGPT ads work in Australia

OpenAI started testing ads in the United States on 9 February 2026. Australia joined the pilot in April, with AdNews reporting an OpenAI spokesperson confirming the 17 April start. Early access went through WPP, Omnicom and dentsu, with L’Oréal among the first brands in market. In May, OpenAI opened its beta self-serve Ads Manager to Australian advertisers and added CPC bidding, a Conversions API and a tracking pixel. By 21 October, ads were available in 89 countries and more than 100,000 advertisers had run campaigns, according to Reuters.

The ad sits at the end of ChatGPT’s response, clearly labelled and visually separate from the answer. Each one needs a title, copy, an image and a landing page, and campaigns are reviewed before they go live.

Who sees the ads shapes everything else. At the Australian launch, AdNews reported that ads go only to logged-in adults on the Free and Go plans. Plus, Pro, Business and Enterprise subscribers don’t see them, and The Register reported Edu accounts are spared too. The Decoder reported that under-18s are excluded and that Free users can decline ads in exchange for a lower daily message allowance. You are buying ChatGPT’s non-paying audience and missing the operations manager on a company-paid Business seat, which is a big hole for B2B advertisers.

Targeting starts with the conversation. With ad personalisation on (the default), ads are matched to topics in current and past chats, and The Register reported that if memory is on, ChatGPT “may save and use memories and reference recent chats when selecting an ad.” Turn personalisation off and only the current conversation counts. The same report said people discussing health, mental health or politics won’t see ads at all.

What OpenAI promises about answers and data

OpenAI’s position, as quoted by The Register, is that “Ads do not influence the answers ChatGPT gives you.” On data, Marketing-Interactive reported that advertisers have no access to conversations or personal data, and SmartCompany described what they get back as aggregated performance insights.

Those are company commitments, not audited facts. Taken at face value, buying an ad does nothing for the answer above it. A user can ask for the best bookkeeping software for a café, read a response that recommends two of your competitors, and then see your ad underneath. The answer gets read and trusted. The ad is a footnote.

We found no Australian CPC guidance from OpenAI. For US CPC campaigns, PPC Land and TechWyse both reported OpenAI’s suggested starting maximum bid as US$3 to US$5 a click: a US reference point, not an Australian price.

One budgeting change catches people out. Since late July, a daily budget has been treated as an average over seven days, so spend on an individual day can run higher than the figure you set, as Search Engine Roundtable reported. For a fixed-length test, a lifetime budget is the cleaner control. And if an agency is pitching you this channel, ask to see its measurement plan before you sign.

The measurement problem early advertisers ran into

The early numbers were thin. Adthena reported one brand’s ChatGPT ads running at a 0.91% click-through rate in March, against a 6.4% Google Search benchmark. It is one brand, not a benchmark. At the Australian launch, AdNews noted that measurement was limited to impressions and clicks, with no conversion tracking. Nick Hayes of The Media Store said marketers should rely on lift studies and marketing mix modelling rather than click attribution, and Luke Creeley of Yango told the same piece that US CPMs had dropped from US$60 to US$25 in under ten weeks.

The tooling has improved since. The May release added conversion reporting, but advertisers wanted more: in July, ButcherBox’s VP of growth marketing told Marketing Brew that “The levers in ChatGPT are just low right now,” and the brand was leaning on UTM data. In October OpenAI named measurement partners including Hightouch, LiveRamp, AppsFlyer and Kochava, with DoubleVerify and Integral Ad Science on brand suitability.

Better dashboards won’t fix the underlying problem, in our view. ChatGPT does its work before the click. Someone asks for three family law firms in Parramatta, reads the answer, notices your ad, and books through a Google search two days later. Last-click reporting credits Google. Design your test for that.

Two Australian obligations apply. OpenAI’s pixel is a third-party tracking pixel, and the OAIC’s guidance on tracking pixels expects you to do due diligence, limit collection to what you need, keep sensitive information away from the platform and explain the pixel in your privacy policy. The ad copy falls under the Australian Consumer Law’s bans on misleading conduct and false representations (Lawpath summary), as a Google or Meta ad does. Watch one new setting. PPC Land reported that from 30 October OpenAI is switching on “creative enhancements” by default for self-serve campaigns, rewriting headlines and descriptions and running them without per-version approval. If your ads quote prices, turnaround times or qualifications, opt out.

How to run a small controlled test

Keep it to one product or service and six weeks. Before you spend a dollar, write down the number that would justify continuing, such as a cost per enquiry no worse than your Google Ads average. Then put UTM parameters on every ad, install OpenAI’s pixel or Conversions API (and update your privacy policy), and set up key events in GA4. Record branded search, direct traffic and enquiries for four weeks before launch to catch the indirect effect, and add a “how did you hear about us?” field to the enquiry form.

As an illustration, A$25 to A$50 a day for six weeks comes to A$1,050 to A$2,100. Set that total as a lifetime budget so the seven-day averaging can’t surprise you. Review weekly, change one thing at a time, and decide at week six against your number. Getting tracking right before you spend is what our Analytics & Reporting work covers. Our guide to website analytics for small business explains which baseline numbers matter.

Why organic citation in AI answers still matters more

The ad sits under the answer, and the answer reaches everyone, including the Business and Enterprise users ads never touch. Being the business ChatGPT names is worth more than any sponsored card beneath it. That comes from specific, well-structured content on your site and credible mentions elsewhere, covered in AEO and GEO: SEO beyond search engines and how to get found in every AI search engine.

Agents raise the stakes. Always-on agents such as OpenAI’s Dots, compared in our guide to personal AI agents, are starting to research on people’s behalf, and an agent shortlisting suppliers leans on sources it trusts, not on an ad card. If you’re unsure where you stand, start with whether your SEO strategy is ready for AI search.

The verdict

I’ve spent more than 20 years in technology, strategy and digital delivery, including programs for Telstra and Woolworths, and new ad inventory usually starts overpriced and under-measured before it settles. ChatGPT ads in Australia have moved past the overpriced stage: self-serve buying, CPC bidding and the end of minimum commitments make a cheap test realistic. Measurement hasn’t caught up. If the decision table puts you in the first two rows, test with capped spend and watch the indirect effect. Either way, put the larger share of effort into being the answer.

Frequently Asked Questions

When did ChatGPT ads launch in Australia?

ChatGPT ads went live in Australia on 17 April 2026, after a US pilot that began on 9 February. Self-serve buying, CPC bidding and conversion tracking reached Australian advertisers in May 2026.

How much do ChatGPT ads cost in Australia?

You bid by CPC or CPM against a daily or lifetime budget, with no minimum spend commitment for self-serve accounts. The minimum daily budget depends on your billing currency and is shown in Ads Manager. We found no Australian CPC guidance from OpenAI; for US campaigns, trade press reported a suggested starting bid of US$3 to US$5.

Who sees ads in ChatGPT?

Logged-in adults on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts are ad-free, and Free users can decline ads in exchange for a lower daily message allowance.

Do ChatGPT ads influence ChatGPT’s answers?

OpenAI says they don’t. It also says advertisers can’t see conversations or personal data and get aggregated performance reporting instead. Neither claim has been independently audited.

Can a small business advertise on ChatGPT without an agency?

Yes. Australian businesses can register, set budgets and bids, and upload ads in OpenAI’s beta self-serve Ads Manager. It’s a beta, so rules and defaults change; check settings such as creative enhancements before launch.
